Our overarching CPO project management services begin by clearly outlining key activities, responsibilities, and timelines. We negotiate indemnity agreements and draft robust content for decision reports on CPO resolutions and Section 203 appropriations.
To facilitate the successful delivery of the CPO, we commission essential support services, including meticulous land referencing to determine the necessary plots for development, evaluate the inclusion of highway plots, manage open space requirements, and address any special circumstances. Our team also oversees critical assessments such as Equality Impact Assessments and Right to Light analyses, conducting negotiations as needed.
We provide comprehensive legal support, engaging experienced counsel, and meticulously prepare the Statement of Reasons and collate all necessary documentation to underpin the CPO’s legitimacy. Our team ensures transparent communication by advising on the proper service of notices and making all documentation publicly accessible both online and in print.
Throughout the process, we actively monitor and conduct settlement negotiations with leaseholders and other stakeholders, striving to reach voluntary agreements whenever possible, and oversee tenant decant programmes to minimise disruption and reliance on compulsory measures. Regular updates and feedback are provided to the acquiring authority on progress and issues arising.
We maintain close liaison with the National Planning Casework Unit (NPCU) and the Planning Inspectorate (PINS) to ensure smooth confirmation of the CPO when unopposed. In the event of objections leading to a public inquiry, our expert team supports the preparation of a compelling Statement of Case, coordinates witness Proofs of Evidence, and manages the preparation of comprehensive inquiry materials. Additionally, we commission specialised witness training to ensure preparedness for inquiries.
Our dedicated support continues throughout the public inquiry and extends beyond, managing the implementation of Secretary of State decisions, confirming the CPO, and effectively exercising powers to take possession of remaining interests not voluntarily acquired.
